Referee Class Schedule

USSF is in the process of sending out course materials for the 2008-09 year. 

ACCORDINGLY, NO ENTRY LEVEL CLASSES WILL BE SCHEDULED IN JUNE ,JULY , or the first 2 weeks of AUGUST 2008 

PLEASE NOTE- EFFECTIVE JULY 1,2008 THE PER STUDENT COST FOR THE GRADE 8 REFEREE COURSE WILL BE $ 100.00. EFFECTIVE JULY 1, USSF EFFECTIVELY DOUBLED THE REGISTRATION FEES FOR ALL REFEREE GRADES. IN ORDER TO ACCOMODATE THIS INCREASE, WE HAVE NO CHOICE BUT TO INCREASE THE COST FOR THE REFEREE CLASS.

Listed below are the courses currently scheduled in Eastern Pa., to register for a course please contact the individual listed below the course you would like to attend.
CURRENTLY SCHEDULED CLASSES

Final exam with a grade of 75 or higher. In an emergency, students are permitted to miss ONE session. The student is responsible for the material. A student who missies one session may not retake the final exam. If a student misses more than one session, they will not be permitted to take the final examination and must retake the course. Instructors are responsible for the attendance sheet. The course coordinator or designated person is responsible for making sure the attendance sheet is available to all instructors. Students must be 14 years of age as of the last date of the course for all referee grades. No exceptions.
Course Coordinator-The course coordinator is responsible for securing a proper facility for all sessions. For the field session, a field is required. In the winter, or inclement weather a large enough gym must be available. The course coordinator is responsible for placing his / her contact information, including phone numbers and e-mail on the course request sheet. If the number of anticipated students on the course request sheet changes , the coordinator is responsible for contacting the referee office at 610 869-3781 a minimum of 10 days prior to the start date of the course to inform him of the change. This is to ensure that the proper amount of material is sent. If the coordinator does not notify the office the maximum number of students permitted to take the class will be limited to the materials the instructor has. In any event, the maximum number of students in a class is limited to 30-no exceptions. The course coordinator is responsible for contacting the lead instructor a minimum of one week prior to the course, to determine needs for facilities and equipment.
The course coordinator or designated person must be on site for the start of each session, in case of problems.

The course coordinator is also responsible for:

The monies for a minimum of 15 students must be sent to the office a minimum of 3 weeks prior to the start of the course. If the funds are not received by the office at this time the course cannot be assigned, and will be cancelled.

•        Contacting the session instructor and Jeff DeLuca (sdiepsa@verizon.net) if course / session is cancelled or postponed.
•        When registering students, ensure that the students are a minimum of 14 years of age on or prior toi the last night of the course
•        Provide overhead projector, white board with dry erase marker or black board with chalk.
•        Provide VCR and Television, if required. Session Instructor is responsible for contacting the course coordinator if this is needed
•        Submit the course fees to the State Referee Office prior to the start of class
•        Collect the uniform money and forms for the Referee Office, the second night of the class. Responsible for distribution of uniforms. The instructor on the second night will coordinate with the course coordinator to collect uniform order forms. The course coordinator shall summarize the order forms on the uniform summary sheet which can be found on the website at www.eteamz.com/epsarc under referee classes; and fax sheet to the office at 610-869-2401. Uniforms will be bulk shipped to the course coordinator who is responsible for the distribution of the uniforms. The course coordinator will place his name and address in the appropriate section of the summary order form. The coordinator will collect the monies and mail it, along with the uniform order sheet to the referee office the day after the 2nd class night. Please mark the form as faxed with the date that is was faxed and mail it to EPSARC, 119 Fernwood Road, Cochranville, PA 19330.



NOTE: RECREATIONAL REFEREE(GRADE 9) COURSE GRADUATES ARE ELEGIBLE AS REFEREES IN THE INTRAMURAL PROGRAM ONLY AND AS ASSISTANT REFEREES IN TRAVEL PROGRAMS UP TO U-14
Grade 8 Courses are 6 - three hour sessions (18 hours). Grade 9(Recreational Referee) is a one day course(8 hours).

NOTE; STUDENTS MUST ATTEND ALL SESSIONS IN ORDER TO ber eligible for certification.



Criteria for upgrade and Referee Applications for Upgrade
Upgrade Procedure for Upgrade from Grade 8 to Grade 7
1.        At least one year as a grade 8
2.        Must have refereed 100 games (Referee: 75; AR: 25)
3.        Must attend the State Referee Clinic in June.
4.        Pass fitness and written test at the clinic.
5.        Give game schedule to SDA/ASDA at least 2 weeks in advance.
6.        Pass assessment assign by SDA/ASDA.

Upgrade Procedure for Upgrade to 6 and Grade 5
1.        At least one year in previous grade
2.        Must have met the game count as stipulated in the Referee Admin Book.
3.        Must attend the State Referee Clinic in June
4.        Pass the fitness and written test at State Clinic.
5.        Send in game schedule at least 1 month to SDA in advance.

2008 Intermediate Clinics

BELOW ARE THE CLINIC DATES FOR EACH AREA FOR 2008.THE ODP AND STATE CLINIC DATES FOR 2008 ARE ALSO SHOWN
   

INTERMEDIATE CLINIC - ONE DAY SESSION It is recommended that all grade 8 referees attend an intermediate clinic.  Remember, you must have 5 hours of continuing instruction to register for 2009. There will be no walk-ins. No registration will be accepted after the deadline. Agenda and directions will be sent one week before the clinic by e-mail. If you leave early you will not be credited for the full 5 hours.

USSF has issued an new publication entitled ADVICE TO NEW REFEREES. this publication contains useful advice for not only the new referee , but also the experienced hand. All referees are encouraged to download and read this interesting publication

Clarification of Temporary Expulsions-2002 memorandum
The wording below is from the 2002 memorandum regarding temporary expulsions.

In this regard an interpretation has been elicited from USSF that leagues that have the rule where a player must be removed from the field after receiving a caution fall into this category.

Therefor,referees may no longer permit the substitution or temporary removal of a player who has received a caution unless it happens to be a normal substition time for that team. Leagues are being informed of this. Any questions, please contact Jeff DeLuca, SDI.

TEMPORARY EXPULSIONS
The Board strongly supports FIFA's concern that some national associations continue to use temporary expulsions in lower leagues. The Board confirmed in the strongest terms that this procedure must cease immediately, otherwise disciplinary sanctions will be applied against the offending federation.

USSF Advice to Referees: USSF has not authorized nor will authorize any state association or local league, competition, or tournament to adopt a "temporary expulsion" rule. The Laws of the Game may not be modified in this regard.

Roger Schott and Werner Fricker, Sr elected to USASA Hall of Fame
Roger Schott,member of the EPSA Referee Committee, former FIFA official and an individual largely responsible for the development of the referee assessment program has been eledted to the USASA Hall of Fame.

Also inducted was Werner Fricker, Sr. Mr. Fricker had been President of USSF and Eastern PA during his career.

New memorandum -Cautions 2004
The attached memorandum was put out by the Federation 8-25-04. All referees should make themselves aware of its content.

The National Program for Referee Development has released new guidance for referees on "Cautions and Cautionable Offenses." This new guide will also be of interest to players, coaches, and spectators.

Because players have a right to some reasonable degree of predictability regarding how the referee will evaluate player actions in terms of the seven cautionable offenses, The National Program for Referee Development has developed guidelines for each of these offenses. Referees should read the document carefully, as there are numerous cases mentioned in which only the referee's common sense and discretion will dictate whether a caution should be given.

Seventeen Instructors attend ITIP Course
Seventeen Instructors including instructors from Virginia, Neew Jersey and Delaware attended the intensive 24 hour ITIP Instructional program completed March 1.
