CFOA Halftime Procedure
Football Advisory
September 25, 2006
TO: CHSAA Football Schools
FR: Bert Borgmann, Assistant Commissioner
RE: Start of the Second Half in Football
We discovered that halftime intermission was being administered differently throughout the state. Consequently, we contacted the NFHS interpreter and the Colorado Football Officials Association has modified the halftime procedure to be consistent with spirit and intent of the rule. All CFOA areas have been notified of the revised procedure which is effective for all Week 5 games.
1. The referee will wait until all players and coaches have left the field before starting the 15 (or 20) min halftime intermission.
2. When the intermission ends and both teams are either not on the field or visibly returning, the referee will take no more than a minute to determine if a mix up has taken place. If so, he shall rectify the mix up by allowing the team to immediately return. If there has not been a mix-up, he shall start the three minute warm up period.
3. Please note it is the coach's responsibility to have his team on the field when the clock expires for the end of halftime. The three minute mandatory warm-up time is then to start and the team needs to be back on the field. Failure to do so is a violation of CHSAA policy and the referee will report any violations, but there is no game penalty for this infraction.
4. The warm-up period cannot be waived even if both coaches agree.
5. If at the end of the three minutes, a team is not ready to begin the second half, the coach shall be flagged for unsportsmanlike conduct (USC).

Headsets - CHSSA Guidelines
For stadiums that are hard-wired for sideline communication:
Since the visiting team has an expectation of the use of headsets, either both teams have them or neither team can use. I don't believe we have any stadiums that are hard-wired, but you may encounter this in a playoff game.
For all other stadiums:
Each team is on their own to provide wireless communication. It IS fair for the home team to have headsets and the visitors not, because the visitors should have made arrangements to get their own if they wanted them.
